Management Profiles 

Charles Devlin, MPA
Founder

Mr. Devlin is the Founder of Mobility Management Partners, Inc. In 1975, after completing a tour of duty with the U.S. Air Force, he began his transportation career as a part-time special education school bus driver for San Diego City Schools, while pursuing a college degree. After graduation, he quickly rose through the San Diego City School ranks to ultimately become Assistant to the Director. In 1982 he was appointed to direct transportation services for the Los Angeles County Office of Education. In 1991, he founded R&D Transportation Services in order to provide specialized transportation management and consulting services to local education, human service agencies throughout California. In 2009, he founded MMP, a non-profit, R&D sister company, focused on providing mobility management services to individuals with physical, intellectual, and economic barriers to safe, reliable, and affordable transportation services. During his career, he has served as the chair of the Southern California Rapid Transit District’s Citizen’s Advisory Committee as well as a number of regional center vendor advisory committees. He holds bachelor’s and master’s degrees in public administration from San Diego State University, received post-graduate training in transportation management from the University of California at Irvine’s Transportation Institute, and in 2017 he was selected to attend Harvard Business School’s “Governing for Non-Profit Excellence’ on-campus program. 

Tricia Avila
Executive Director

Tricia Avila is MMP’s Executive Director providing executive oversight on all contracts and daily operations of the business. Before accepting the Executive Director position, Tricia served five (5) years as Director of Operations for MMP, six (6) years as Mobility Manager overseeing all MMP projects and at the start of her career with MMP, served three (3) years as MMP’s ADA Eligibility Specialist in Ventura County. Tricia holds a Bachelor of Arts degree in Physical Education and Corporate Fitness and has a professional certificate in Transit/Paratransit Management from University of the Pacific – Eberhardt School of Business. Over the years, she has participated in many ADA and Travel Training workshops sponsored by the National Transit Institute, Easter Seals Project Action and Access Services. She has been a presenter at the CalAct Conference in California and has also presented at both ATI/CEATI Travel Training conferences and various other events throughout California and Illinois. Tricia has a strong background in assessing the physical needs of individuals based on 15 years’ experience operating her own certified personal training business, specializing in adaptive rehabilitation. Tricia is bilingual in English and Spanish. 

Monica Marroquin
Field Operations Manager, Los Angeles and Orange County

Monica Marroquin is MMP’s Travel Training and Metro STAR Wheelchair Securement Programs Manager. Monica provides direct line management of both Travel Training  and Wheelchair Securement in Los Angeles County and Travel Training in Orange County. This includes mentoring and training, and performing quality assurance audits of all project activities to ensure that goals and standards are consistently met. Monica also acts as the official liaison between MMP, Los Angeles Metro, Access Services and other agencies connected with these services. 

Monica brings additional skills to the team as a volunteer for the National Alliance of Mental Health, providing a unique insight into some of the most challenging aspects of travel training. Monica holds a bachelor’s degree in psychology, speaks fluent Spanish and was awarded the Access Superior Service Award in 2019 for her exemplary services in travel training. Monica played a key role in establishing the Group Travel Training (GTT) component of MMP’s ongoing contract with Access Services. She was instrumental in developing the workshop format in use today and is primarily responsible for the success of the program through her community networking efforts, management of workshop enrollment and RSVP processes, and cross training all trainers to conduct workshops. In 2020 during the COVID -19 Pandemic, Monica was a key contributor in the development and implementation of the virtual and hybrid methods of travel training, allowing MMP to continue to offer travel training throughout the pandemic. Monica is fluent in English and Spanish 

Letty Gutierrez
Office Operations Manager

Letty Gutierrez serves as MMP’s Office Operations Manager, overseeing the daily operations and direct supervision of all Call Center staff. Letty also manages the Ventura County ADA Certification program and provides direct line management and oversight to all staff on both projects. She serves as the official liaison between MMP, Access Services, Ventura Couty Transportation Commission and other agencies connected with these services.  She has been with MMP since its founding in 2009 and brings extensive experience from her previous roles at R&D Transportation, where she worked for several years as both a call center agent and supervisor.  Letty’s comprehensive background includes not only call center operations but also a deep familiarity with ADA Certification and mobility management services. She served multiple years as the Mobility Coordinator for the Access Travel Training project and the Ventura County ADA Eligibility program and was previously a travel trainer under a separate contract in Ventura County. In addition to her primary responsibilities, Letty acts as MMP’s liaison to the IT department. She has received thorough training in diagnosing and addressing IT-related issues. Her technical insight was especially critical during the COVID-19 pandemic, when, under her assistance, MMP transitioned all staff to remote work within a week, ensuring uninterrupted, high-quality service during a time of significant disruption. Letty is fluent in English and Spanish. 

Katrina Cunningham
Travel Training Manager – Chicago RTA  

Katrina Cunningham is  MMP’s Travel Training Manager in Chicago, Illinois providing supervision to a team of Travel Trainers working both in Chicago and the surrounding suburban areas.  

Katrina has over 24 years of experience working in the areas of education and field-based positions that included working with seniors and students with disabilities. Katrina brings a wealth of experience in early childhood education and in educational leadership and administration. She has worked extensively with  youth, ranging in age from preschool to college, both with special needs and with other populations and applies those skills to her work with MMP in building and delivering quality travel training programs for communities throughout Chicago. 

Lori Burke
Senior Human Resources Manager 

Lori Burke serves as the MMP Senior Human Resources Manager. She oversees all Human Resources functions for the company and has worked in HR for multiple industries. Lori offers over 25 years of Human Resources expertise in a variety of areas including employee relations, performance management, recruitment, benefits and training. Lori is a board member for the Professionals in Human Resources Association (PIHRA) of Ventura County. She is a graduate of California State University, Northridge and maintains multiple certifications in Human Resources.
